The Coordinated Accreditation and Approval Program (CAAP) is an initiative that aims to improve industry practices related to educational certificate programs. Our accreditation and approval programs have two types of designations available: "Accredited by" and "Approved by".

To obtain CAAP accreditation, an organization must undergo a rigorous review process of its standards development process, ensuring that it meets certain standards and criteria such as openness, due process, consensus, balance, impartiality, independence, timeliness, relevance, review, document control, management, education, and awareness.

1.   Policy Statement

1.1. GEA top management ensures that GEA is operated in a manner to safeguard objectivity and impartiality in delivering the Coordinated Accreditation and Approval Program (CAAP) services in a non-discriminatory manner.

1.2. GEA policies and procedures shall be non-discriminatory and administered in a nondiscriminatory manner. Subject to limitations in this document, GEA shall make its services available to all applicants whose application for the CAAP meets GEA’s publicly available criteria for the CAAP offered by GEA.

The CAAP shall not be conditional upon membership of any association or group. The CAAP services may be restricted without discrimination where there is an unacceptable risk to GEA. Such risks include but are not limited to evidence of fraudulent behavior, concealment of information, or providing false information in an application or in an assessment process.

1.3. All GEA personnel, contractors, and volunteers involved in the delivery of the CAAP services:

a.   Shall act objectively and be free from any undue commercial, financial, or other pressures that could compromise impartiality, and

b.   Are under a continual obligation to disclose potential conflicts of interest.

1.4. GEA shall not offer or provide any service that impacts its impartiality. GEA does not provide consultancy, conformity assessment services provided by GEA-accredited entities, or any other services that pose a risk to impartiality. GEA shall not suggest that the CAAP would be simpler, easier, faster, or less expensive if any specified person or consultancy was used.

1.5. CAAP decisions shall be made by persons other than those who conducted the assessment.

1.6.  GEA monitors conformance to this Impartiality Policy through administration of its management system, including its process for managing risks.

ACCREDITATION AND APPROVAL PROGRAMS

Driven by national and international recognitions as well as industry and scheme recognitions. The CAAP participates in international and regional arrangements for multilateral recognition aimed at facilitating global market opportunities by building worldwide reliability of conformity assessment activities. Federal, state, and local authorities rely on the CAAP to demonstrate value and assure competency for important public priorities. Many conformity assessment scheme owners rely on the CAAP to foster consumer confidence.

International Recognition: 

Through IAF and ILAC multilateral recognition arrangements, demonstrating ISO/IEC 17011 compliance via peer assessments attesting to equal reliability worldwide.

ISO/IEC 17011 is the international standard that specifies the requirements for accreditation bodies that assess and accredit conformity assessment bodies (CABs), such as testing laboratories, certification bodies, and inspection bodies. ISO/IEC 17011 sets out the criteria that accreditation bodies must meet to demonstrate their competence, impartiality, and consistency in accrediting CABs.

Through the IAF and ILAC MLAs, accreditation bodies that are accredited to ISO/IEC 17011 are recognized as meeting internationally recognized standards and requirements for accreditation. This means that the accreditation bodies themselves have been peer-assessed and found to be competent, impartial, and consistent in their accreditation activities. As a result, conformity assessment results from CABs that are accredited by these recognized accreditation bodies are considered reliable and can be accepted worldwide.

The peer assessment process involves a team of assessors from the accreditation body conducting an on-site assessment of the conformity assessment body to determine if it meets the requirements of the relevant standard or specification. The peer assessors are trained and qualified to conduct the assessment in a consistent and objective manner, and the assessment results are subject to review and approval by the accreditation body's decision-making body.

By demonstrating ISO/IEC 17011 compliance via peer assessments and attesting to equal reliability worldwide, conformity assessment bodies can enhance their credibility and acceptance of their results globally. This can help to increase market access and competitiveness for CABs, as well as improve consumer and stakeholder confidence in the quality and reliability of products, services, and systems that are assessed by CABs.

National Recognition:

Through U.S.Government entities and regulations that improve industry practices and distinguish quality certification programs.
